Method and corrections

Eye on Vietnam is an English-language research publication about Vietnam’s international financial centre and the linked rules, procedures, and implementation evidence around it.

The publication’s job is not to make an uncertain system sound settled. It separates what the controlling text says, what an authority has reported, what a practical implementation reading suggests, and what remains unresolved.

Source hierarchy

The review policy for material claims is to examine them in this order:

1. Signed Vietnamese legal text: National Assembly, Government, ministry, regulator, or other competent authority. This is the citation authority where a translation or summary differs.
2. Official implementation evidence: published procedures, forms, decisions, executive-body notices, regulator guidance, launch records, and public data.
3. Qualified specialist analysis: named and dated legal, tax, accounting, or sector analysis. It informs interpretation; it does not replace the controlling text.
4. Reporting and interviews: used for time-bounded implementation evidence, market reaction, or reported experience. It does not establish legal status on its own.
5. Unverified leads: retained as research prompts, not published as fact.

How claims are labelled

Each substantial claim should make two things clear.

Claim posture

• Fact: a statement directly supported by an identified source. The label does not by itself mean primary-law status or independent verification.
• Reported: a dated, attributed account of activity or implementation. It is not independently verified here unless stated.
• Interpretation: an attributed reading of practical, legal, tax, policy, or market significance. It is analysis, not a statement of settled law, and does not replace professional advice.
• Operator note: a practical note about systems, process, evidence, or dependencies. It is not evidence of current desk practice, privileged access, or a legal conclusion.
• Open question: a point not resolved by the available evidence. The label does not imply that the proposition is true; where possible, the publication states what would resolve it.

Evidence tier

• Primary legal text
• Official implementation evidence
• Qualified specialist analysis
• Reporting or interview
• Unverified lead

Use one claim posture and one evidence tier together—for example, Reported · Official implementation evidence. Neither label substitutes for the other.

A Fact label means source-backed, not necessarily primary-law-backed; a government announcement, press report, signed decision, and operator observation have different evidentiary roles.

Status is not one thing

Eye on Vietnam does not treat issued, in force, procedure published, application accepted, approval reported, and repeated use as interchangeable.

The current tracker keeps issuance, effective date, and English-text availability separate. The tracker is planned to be extended with procedure status, operational evidence, source/provenance, last review, and open questions while keeping those existing signals separate. In-force status does not by itself establish that a procedure is complete. A published procedure is recorded separately from public evidence of use. Membership does not by itself authorise financial, banking, or other conditional activities; the applicable licence or eligibility route still applies before operating.

Translation and source handling

The signed Vietnamese primary text controls where it is available. English copies may be official translations, reading copies, database translations, or OCR-derived retrieval aids; their provenance is recorded where it changes how a claim should be read.

A machine-produced or uncredited English rendering is not treated as an official legal translation. Translation uncertainty, conflicting wording, and the source language are disclosed when material.

Corrections

Under this policy, material corrections are recorded rather than silently overwritten. A correction record should state:

• the correction ID and date;
• the affected page or record;
• the original meaning or claim;
• the corrected wording or data;
• the source and locator supporting the change; and
• whether related RSS, social, email, or dataset copies require remediation.

Minor formatting or typographical changes that do not alter meaning do not require a public correction record.

Independence and commercial relationships

The adopted policy is not to sell favourable coverage or allow commercial relationships to determine treatment, omission, timing, or correction.

For a high-stakes item, the adopted policy is to record before publication whether a material relationship requires disclosure, recusal, or independent review. This policy statement is not a claim that every past item has such a record. Anonymous commercial claims do not establish legal status.

Professional engineering work is described separately from editorial conclusions. A briefing may conclude that a question needs counsel, accounting review, a manual process, further evidence, or no action.

AI and automation

Automation may assist source discovery, document comparison, structured extraction, transcription, translation assistance, and quality checks. The editorial policy requires human review before regulated claims are published; automation does not replace that review.

Reader submissions

Readers may send official documents, published procedures, corrections, public implementation evidence, or interview proposals. A submission does not guarantee publication. Please do not send confidential, personal, or commercially sensitive material without prior agreement.

Important limitation

Eye on Vietnam provides research and operational-planning material. It is not legal, tax, immigration, securities, investment, banking, payments, digital-asset, licensing, accounting, labour, or regulated-financial advice. Decisions should be reviewed with qualified professionals in the relevant jurisdiction.
