Everyone publicly associated with the Vietnam International Financial Center in Da Nang, sorted by what they actually are: 12 members, 11 interest acceptances, 7 cooperation partners and 2 working contacts with nothing signed. Those are four different statuses and only the first one means anything legally. Most English-language coverage runs them together.
Why this page exists. The centre’s own member
register, at vifcdanang.vn/announcing-members.htm, returns
“No data” in all three of its tables. This list is
assembled from the city government’s account of the January 2026
certificate ceremony and from press reporting. It is therefore not
authoritative, and the day the official register populates, it supersedes
this page entirely.
On what is missing. Business line, charter capital and legal representative are unconfirmed for every member — those are precisely the columns the government’s empty table is built to carry. They are marked not captured rather than left blank.
On the ceremony date. This page previously carried the date as disputed, 09 or 10 January 2026. It is not disputed: the ceremony was Friday 09 January 2026. The city government’s account is timestamped the following morning, and that publication time had been read as an event date.
How current is this? On 06 May 2026 the Executive Agency’s Standing Vice Chairman, Đặng Đình Đức, put it at 12 official members and 11 interest acceptances — the same figures as this page — and added that 12 more investors were completing membership applications and more than 85 had written expressing interest. So the count of twelve was still accurate three months ago, and is being actively queued behind. Treat the member list as a floor.

Hold a membership certificate for the Vietnam International Financial Center in Da Nang. These are inside the regime: a member registration certificate is also the enterprise registration certificate, and members must keep their head office inside the centre for as long as they operate. Note the pattern — where a global brand appears, the member is its Vietnamese subsidiary, not the parent.
Interest acceptances 11
Received a Giấy chấp thuận quan tâm — a recognition of intent — at the same ceremony. These are not members. They have not registered, hold no membership certificate, and are under none of the obligations members carry. The two published accounts of this ceremony disagree about who received them; the city government’s own account is used here and the discrepancy is noted per entry.
Why the banks are all in this group. Not hesitancy — structure. A member bank is licensed only as a one-member limited liability commercial bank or as a foreign bank branch (Resolution 222, Art. 17.1), and every member must keep its head office inside the centre (Decree 324, Art. 4.7). An existing joint-stock bank headquartered in Hanoi satisfies neither. It cannot join as itself; it has to incorporate a new subsidiary here first. An interest letter is the furthest a bank can get before that entity exists.
Cooperation and MoU partners 7
Have signed a memorandum of understanding or cooperation agreement with the city of Da Nang. An MoU confers no membership whatsoever and creates no obligation to establish anything. They are listed here precisely because they are so often reported as though they were members. Several are other financial centres, cooperating centre-to-centre.
Working contacts — nothing signed 2
Named in reporting alongside the partners above, but no instrument has been reported as signed — a working visit, a stated intention to cooperate, a meeting. They are listed because omitting them would mislead as much as promoting them would: they appear in coverage of the centre’s international activity, and a reader who meets the name elsewhere should be able to find out what it actually rests on.
