Article 1. Scope of regulation
Article 1. Scope of regulation This Decree prescribes: 1. The grant of visas and temporary residence cards to foreigners who are critical investors, experts, managers and highly qualified workers working for agencies and organizations having offices in the International Financial Center in Viet Nam (hereinafter referred to as the International Financial Center), and accompanying family members. 2. The settlement of permanent residence for foreigners who are critical investors, experts, scientists, people with special talents, and senior managers working for a long-term at agencies and organizations having offices in the International Financial Center.
Effect
This Decree takes effect on January 17, 2026.
